I don't follow people that don't do 1 and 2. 3) Get yourself a copy of TweetDeck. It makes "doing Twitter" so much easier. 4) Once you start using TweetDeck, put in a couple of searches on topics that interest you (e.g., "nature photography" or "inbound marketing") it will open your eyes. My tips are:

Be yourself, don't try and "market" in the sense of putting your links out there and trying to get your name forced into your tweets.
