Excellent list of questions to consider when deciding whom to follow. This list is fairly similar to what I consider.

I don't hold it against someone if she or he has days of only tweeting a few times. I do think someone needs to be consistent, but I know there are days when a hectic or away schedule keeps me off Twitter.

One turnoff (when glancing at someone's tweets to decide whether to follow): foul language. That rules a person out, in my book.
